Visit to Puerto Rico, December 2025

As the last activity of 2025, Alfonso Candau and Fernando Manrique, Secretary General and Member of IPRA-CINDER respectively, travelled to San Juan, Puerto Rico, from 2 to 5 December at the invitation of the Colegio de Registadores de Puerto Rico.

During their stay, they gained first-hand knowledge of the situation facing the country’s land registries by participating in various seminars and presentations. They also held meetings with various registrars, registry authorities, notaries and judicial authorities to discuss the importance of a strong property registry that guarantees fundamental mortgage principles.

During their visit to the land registries, they noted the remarkable degree of improvement, given the clearing of documents pending dispatch over the last five years, with the key role played by the successful leadership of the Director General of the Registries of Puerto Rico, Joaquín del Río, as well as the tireless work of the 37 registrars spread across the island, who have carried out the enormous task of updating the processing times for documents submitted for registration from their offices.

They also noted the close similarities between Puerto Rican and Spanish registry legislation, due to the latter’s great influence over decades, and the degree of collaboration between the two registration systems, as evidenced by the fact that 20 years ago a group of Spanish registrars helped to implement the electronic registration system in Puerto Rico through the creation of ‘Karibe’, the country’s digital property registration platform.

With respect to IPRA-CINDER, Puerto Rico was a founding member in 1972 in Buenos Aires (Argentina), having hosted an international congress and actively participating in international congresses since then. They hope to attend the next congress in South Africa, led by their Director General.

Finally, Alfonso Candau and Fernando Manrique had the opportunity to present the activities that IPRA-CINDER has been carrying out in recent times.
